Fix Theme/Plugin File Editor sidebar legibility in dark mode (v1.13)

Core sets an explicit light background on the shared #templateside > ul
file-tree component, which nothing in native-dark.css covered - combined
with this file's dark-surface text colors, that produced light text on
a light background rather than just unstyled.

/* Theme File Editor / Plugin File Editor (theme-editor.php, plugin-editor.php)
share the same #templateside file-tree component. Core sets an explicit
light background directly on `#templateside > ul` (not just inherited from
the page), which nothing else here targets — combined with this file's own
light text/link colors (meant for a dark surface), that produced light text
on a light background, i.e. effectively unreadable rather than just
unstyled. Both screens are deliberately left as framed native content (not
rebuilt), same as Site Health/Updates, but still need to be legible. */
